Pradhan Mantri Awaas Yojana - Gramin
Overview/Introduction to the topic:
To fill the gaps in previous rural housing plans and to fulfil the government’s promise of “Housing for All” by 2022, the Indira Awaas Yojana was revamped into Pradhan Mantri Awaas Yojana – Gramin (PMAY-G). The Prime Minister launched this on November 20, 2016, with a goal to build 2.95 Crore houses by 2022
Objectives/Purpose:
PMAY-G aims to provide a pucca house with basic amenities to all houseless households and households living in kutcha and dilapidated houses in rural areas by 2022.
To achieve the objective of “Housing for All” the target number of houses to be constructed across India is 2.95 Crore.
The number of houses to be constructed in Assam was 8.82 Lakhs, which is called the PWL (Permanent Wait List)
The objective is to enable construction of quality houses by the beneficiaries using local materials, designs and trained masons.
For houses to become homes, adoption of a habitat approach through convergence is needed.
Target Audience:
Eligible beneficiaries under PMAY (G) will include all the houseless and households living in zero, one or two room kutcha and dilapidated houses in rural areas as per SECC data.
Key Components/Features:
The minimum unit (house) size is 25 sq.m. It was 20 sq.m in IAY.
This includes a dedicated area for hygienic cooking
Amount of assistance per unit is Rs 1.3 Lakh. It was Rs 75,000 in IAY.
The cost of the unit (house) assistance is shared by Central and State Governments in the ratio 90:10 for North Eastern States.
Provision of assistance (Rs 12,000/-) for toilets through convergence with Swacch Bharat Mission – Gramin (SBM-G), MGNREGS or any other dedicated source of funding.
Sensitization of the beneficiaries on PMAY-G is of utmost importance
Provision of 95 persondays of wage under MGNREGA for construction of house, over and above the unit assistance.
Identification and selection of beneficiaries, based on the housing deficiency and other social deprivation parameters in SECC 2011 data, verified by Gram Sabhas.
Convergence with other Government schemes for provision of basic amenities viz. toilet, drinking water, electricity, clean and efficient cooking fuel, treatment of solid and liquid waste etc.
All payment to the beneficiaries to be made electronically to their bank accounts (which will be Aadhaar linked with consent).
Focus on construction of quality houses by the beneficiary using local materials, appropriate designs and trained masons.
