In pursuit of institutional reform and capacity enhancement, this note proposes the constitution of Six (06) thematic Schools of Excellence, aligned with the key functional areas of Panchayati Raj and Rural Development.

These Schools are envisaged as strategic institutional entities for advancing domain-specific expertise, improving delivery systems, and consolidating institutional knowledge. They will function as multi-purpose platforms for the following core mandates:

  • Capacity Building & Training Delivery (including ToT and field functionary training)

  • Policy Research & Field Engagement

  • Monitoring of Thematic Interventions & Sectoral Convergence

  • Development of Training Materials, Manuals, and Knowledge Resources

  • Promotion of Innovation, Documentation of Best Practices, and Institutional Learning
