Foundation and Establishment

The Pioneer Institute was founded in 1984 under the aegis of the Ministry of Rural Development. The State Institute of Panchayat & Rural Development (SIPRD), Assam, was established in accordance with Government Order No. RDD.448/97/42 dated 23rd March 1998 and further supported by Government Order No. RDD.33/2016/33 dated 11th July 2016. 

The primary mandate of the Institute is to undertake capacity building, training, and research activities related to Panchayati Raj and Rural Development.

Pursuant to a decision of the Cabinet taken on 28th May 2025, and as per Government Order No. eCF-659063, the Institute has been renamed as Golap Borbora State Institute of Panchayat & Rural Development (Golap Borbora SIPRD), in honour of the legacy of the former Chief Minister of Assam, Shri Golap Borbora.

Autonomous Status

The State Institute of Panchayat & Rural Development (GBSIPRD) operates as an autonomous body, registered under the Societies Registration Act of 1860.

Enhanced Autonomy

In 1998, the Government of Assam conferred financial and administrative autonomy upon the Institute.

Administrative Control

The Institute assumed administrative control over all Extension Training Centres (ETCs) and Panchayat Raj Training Centres (PRTCs) across the state.

Governance Structure

GBSIPRD is governed by an Advisory Committee-cum-Governing Body, chaired by the Hon’ble Minister of Rural Development.

Policy Oversight

Key decisions, including policy formulation, approval of annual budgets, and training calendars, are undertaken by the Governing Body-cum-Advisory Committee of GBSIPRD.

Rename

Pursuant to a decision of the Cabinet taken on 28th May 2025, the Institute has been renamed as Golap Borbora State Institute of Panchayat & Rural Development (Golap Borbora SIPRD), in honour of the legacy of the  Chief Minister of Assam, Shri Golap Borbora.
